Sustainable mobility for the disabled, a table proposal from Fvg

A national table, to be combined with other regional ones, on sustainable mobility, special licenses and car taxation for people with disabilities, also dealing with medical issues and the digitization of practices: this is the proposal that emerged in Friuli Venezia Giulia from a conference in San John of Casarsa of Delight. It was organized by the Laluna association together with Unasca (National Union of Driving Schools and Automotive Consultancy Studies) and Fish (Italian Federation for Overcoming Disability).

We started from the data, which show 160,000 special B licenses active in Italy (about 2,400 granted in 2022). “These realities have always worked to raise awareness and increase the autonomy of people with disabilities and the theme of facilitating the mobility of those with motor disabilities,” explained Francesco Osquino, president of Laluna and Deputy National Secretary of Unasca, coordinator of the Unascabile project. the degree of autonomy. Now we hope for a national table and also a regional one that can then continue the work of comparison and collaboration between the various subjects”.

Vincenzo Falabella, national president of Fish, hoped that a simplification of some procedures could be facilitated to allow a greater number of people with disabilities to drive safely and therefore be more autonomous, also in consideration of the fact that public transport is often not equipped for specific needs.

The need to create a national table on these issues was also highlighted by Giuseppe Guarino who recalled the projects promoted by Unasca on the issues of inclusiveness of people with disabilities, with training courses for driving schools and consulting firms and, thanks on the unascabile.it website, a list of all the driving schools equipped with special machines for people with disabilities.

“The theme of inclusiveness touches on the theme of licenses from various points of view – concluded Osquino -: it was noted by the public, in addition to the critical issues on the selectivity criteria applied to the Gervasutta with the Vienna model, also on the readability of the quizzes for the driving license (starting from the type of font up to the elimination of questions with double negatives). On the part of the Unasca we have already provided for a re-reading in terms of readability of all the tests for the moped driving licence, but it should be done for all licenses, not only for people with disabilities but also for those with DSA (specific learning disabilities), for example.For this reason, we really hope that a national but also a regional table will be created, where we can discuss the rules to clarify so that bureaucracy weighs less and sustainable mobility is truly guaranteed, which is a path to inclusion and essential autonomy”.
