For gasoline – without permits: who will be able to travel abroad under a simplified procedure

Ukraine has simplified the rules for road transport with the EU and solves the problem of guaranteeing risks

In Ukraine, a simplified procedure for road transport with Poland began to operate.

According to the Deputy Minister of Infrastructure of Ukraine Mustafa Nayem, vehicles carrying fuel can leave without mandatory permits.

“To cross the territory of Poland, registration of the relevant vehicles is required (fill out the form at the link) one day before crossing the state border”the official noted.

In addition, since May 7, the implementation of bilateral and transit transportation of goods through the territory of Ukraine by road carriers of these countries is carried out without the use of permits. The exemptions apply to the following carriers:

  • Latvian, Lithuanian, Danish, Estonian – until the end of 2022;
  • Italian, Greek, Hungarian, German – until June 30, 2022;
  • Bulgarian, Georgian, Slovak, Austrian – for the period of martial law.

Risk Guarantee

As Mustafa Nayem told representatives of the A-95 Consulting Group, Ukraine is in dire need of fuel supply. Given this, in the near future we will have to solve the problem of guaranteeing risks for European carriers, whose potential has not yet been used.

Now the system does not work, because insurance countries do not undertake to insure transportation in a country where there is a war. There are different conditions for carriers to Kyiv or the Dnieper and to more eastern territories.

The ministry plans to introduce a risk insurance system, when the state provides additional guarantees to insurance companies that insure risks for the Ukrainian markets, and in the case of carriers that will carry fuel to Ukraine.

Mustafa Nayem noted that now it is necessary to identify specific insurance companies with which there will be a certain agreement at the state level, and which will insure this group of risks. The problem is also that not all companies are ready to cover risks even with government guarantees.

“Hopefully a solution will be found soon”he concluded.

Business on a deficit

Given the insane queues for fuel, a thematic offer has also appeared on the market. OLX users offer to stand in line at gas stations for a certain amount. For an hour of “services” they ask for 200 UAH, wholesale is cheaper – if you stand for more than an hour, then the average price drops to 130 UAH.

Market participants assess the prospects for overcoming the shortage of fuel in Ukraine differently. Sergei Kuyun, director of the A-95 Consulting Group, is convinced that gasoline will be available for sale at filling stations before the end of May.

Prime Group founder Dmitry Leushkin believes that the fuel shortage will last at least most of the summer. According to him, Ukraine does not have special wagons for transporting fuel, and in order to receive such tanks from Europe, you need to go through a procedure that will take 2-3 months.

Recently, the government has allowed to raise the price of gasoline and diesel filling stations in Ukraine. At the same time, there is a plan to overcome the crisis in the fuel market.
