Fines for drivers during the war: what violations will have to pay

Despite the martial law, no one has canceled the rules of the road in Ukraine, therefore fines for drivers also apply.

The editors of “Today” have collected information about the current types and sizes of fines so that car owners are more careful on the roads and avoid accidents.

Auto-fixation of traffic violations

Since May 16, many Ukrainian roads have resumed video recording of traffic violations. The complexes are back in action on the roads of Kyiv, Vinnitsa, Volyn, Zhytomyr, Transcarpathia, Ivano-Frankivsk, Lviv, Odessa, Poltava and Rivne regions.

This decision in the Ministry of Internal Affairs was taken after a number of fatal accidents in Ukraine, although after the full-scale invasion of Russia, the cameras were turned off for strategic purposes. In peacetime, it works on roads 270 cameras. During the first year of operation of the automatic fixation system, violations amounted to more than 3 million resolutionsthat brought the state budget half a billion hryvnia.

Drivers can find out about receiving a fine on the official website of the Ministry of Internal Affairs, in the official application of the Ministry of Internal Affairs “SDA fines” or in the @ShtrafyPDRbot telegram bot.

Driving a car while intoxicated

Unfortunately, the war does not stop many drivers from driving under the influence of alcohol or drugs. To combat them, the military administrations in the regions allow to confiscate vehicles for the needs of the Armed Forces of Ukraine. Recently, a drunk driver paid with his car in the Rivne region.

In addition to the seizure of property, violators will have to pay a fine in the amount of 17 thousand UAH with the deprivation of a driver’s license for a year. In Ukraine, the responsibility for other violations of Art. 130 CUAO:

  • for repeated driving while intoxicated – 34 thousand UAH fine and deprivation of rights for 3 years;
  • if the violation is repeated for the third time – 51 thousand UAH a fine and deprivation of a driver’s license for 10 years;
  • the use of illegal drugs, alcohol or alcohol-containing drugs after an accident – a fine 34 thousand UAH.

No insurance policy

During martial law, drivers were not legally exempted from the requirement to have an insurance policy. If there is no document, a fine is provided from 425 to 850 UAH under Art. 126 KUoAP.

Most insurance companies work as usual and compensate for losses after an accident. The only exception is damage to property as a result of hostilities.

Violation of weight and size standards

On May 23, Ukraine resumed fines for exceeding the maximum permitted weight and size standards. This applies primarily to truck drivers. If the excess is:

  • 5-10%, then the stipulated penalty 8500 UAH;
  • 10-20% – fine 17 000 UAH;
  • 20-30% – fine 34 000 UAH;
  • over 30% of the norm – a fine 51 000 UAH

Drivers can obtain permission to participate in the traffic of vehicles if the weight or overall parameters exceed the normative ones. They are issued at the Centers for the provision of administrative services and the specialized departments of the patrol police departments.

Using “stubs”

Modern imported cars are equipped sound system, which reminds drivers to use the seat belt. Often, drivers ignore this security feature and install so-called plugs in the car that turn off the system.

If, during a stop and check, the auto patrol finds a plug, they will draw up a protocol on an administrative violation. The amount of the fine is 510 hryvnia.

Lack of emergency gang

Quite often, when stopping at the request of an inspector, Ukrainian drivers forget turn on the emergency gang. For the absence of such a signal, a protocol can be issued – the penalty for violation is 425 hryvnia.

According to Art. 125 of the Code of Administrative Offenses, the driver must indeed turn on the alarm if he makes a stop at the request of the police. However, if the protocol was drawn up under Art. 122 of the Code of Administrative Offenses, it can be appealed in court.

Parking Violation

A common violation in Ukraine wrong parking vehicle. In April-May, many regions have already resumed fines for violating the rule. At first, drivers were issued a warning – only in Khmelnytsky in the first three weeks there were more than 1,500 of them. Now violators are fined, the stipulated amounts are from 340 to 680 UAH.

Riding without a category

Ukraine’s fuel shortage has forced some to switch to alternative modes of transport. Someone switched to electric vehicles or bicycles, and some use scooters and mopeds. Drivers of the latter should be aware of fines if they do not have the right to drive such vehicles.

In order to drive a moped or scooter, you need to have category “A1” rights. With categories A or B, this is prohibited, even if a person knows how to ride a motorcycle.

For violation of Art. 126 of the Code of Administrative Offenses, a fine in the amount of 3400 UAH You will have to pay for a repeat violation. 40 800 UAH and get rid of the driver’s license for 5-7 years. In some cases, they may even remove the scooter or moped.

Even tougher rules

The Verkhovna Rada plans to further increase the punishment for traffic violations. In particular, draft law No. 7354 provides for a new liability procedure for violation of trainingretraining and advanced training of vehicle drivers

Draft law No. 7026-1 plans to increase fines for systematic traffic violations :

  • from 3 to 5 violations per year – fines will be doubled;
  • from 5 to 10 – will increase five times;
  • more than 10 times – lose the rights for 2 years.

In addition, bill No. 6502 should improve demerit scores. It is planned to introduce a system for accruing penalty points for traffic violations that are not recorded automatically. For this, they can suspend the validity of a driver’s license until they re-pass the course and pass the exams.

Among other things, a draft law No. 5050-1 has been registered in the Verkhovna Rada, providing for liability for drivers for insulting the police while on duty and stopping the car on the road. For violations, a fine of 340-680 UAH can be issued. or assign community service for 20-30 hours.

Earlier, Segodnya was told that in Ukraine, from July 24, the rules for obtaining and issuing driver’s licenses will change, and they were also allowed to install paid license plates for everyone.
