From July 1, Ukraine returned the excise tax and the payment of duties for the import of cars from abroad. In the last days of the “zero customs clearance”, a huge number of cars were imported into the country.
According to the press service of the Transcarpathian customs, since the beginning of the law on preferential customs clearance, that is, from March 24 to July 1, 18,897 “Eurobles” have been brought to Ukraine.
The top three most popular cars are: Volkswagen (3918 units), Skoda (2334 units) and mercedes benz (1764 items). Ukrainians also preferred Audi, BMW, Ford, Opel, Renault, Toyota and Hyundai.
Most used cars among those that over 11 years – 14,659. Cars aged from 6 to 10 years old were imported 2917 units, up to 5 years old – 1321. Only 128 new cars of 2021-2022 were cleared through customs.
In terms of cost, the vast majority of cars – up to 5 thousand dollars (14284 pieces). The lion’s share was made up of cars costing up to 10 thousand dollars (2613 units), there were also 854 vehicles priced up to 15 thousand dollars. More than 15 thousand dollars had the cost of 1146 cars.
The most expensive “Euro-plate”
An entrepreneur from the Dnepropetrovsk region broke the price record and brought the most expensive car to Ukraine under “zero customs clearance”. This is a 2022 Mercedes-Benz G63 AMG priced at $220,000 (UAH 5.9 million).
In total, the Transcarpathian customs officers released 18 cars for free circulation, the cost of which is more than 100 thousand dollars.

“Zero customs clearance” canceled
On June 21, the Verkhovna Rada of Ukraine supported bill No. 7418, which had been much discussed before. The changes were supported by 234 votes and in two readings at once.
The law provides for the return of duties and the imposition of VAT on imported goods and customs clearance of cars from July 1, 2022. We are talking about goods imported by single tax payers of the first, second and third groups, as well as enterprises that do not pay import duties.
Customs statistics show that with “zero customs clearance” the monthly loss of revenues to the budget amounted to UAH 3 billion and UAH 0.5 billion, respectively. However, most of the losses were due to the import of “Euro-blanks” – the owners brought more than 120 thousand cars to Ukraine, which is why the budget received less than 13 billion hryvnia.
Now drivers will not be able to clear cars under preferential terms. At the same time, Law No. 7418 exempts those who acquire ownership of cars equipped exclusively with electric motors (one or more) from paying the fee for compulsory state insurance.
