The EU proposed to create a platform for post-war assistance to Ukraine: how it will work

We tell what the platform for the restoration of our state provides

The European Commission will create an international platform on which they will collect money and recommendations for the restoration of Ukraine. The Ukrainian government has already presented its vision of the work of such a platform – according to it, the work will be carried out at three levels at once.

This was stated by the head of the European Commission Ursula von der Leyen and the Prime Minister of Ukraine Denys Shmygal during an international conference in Lugano, Switzerland.

“The European Commission invites Kyiv to create a platform for the recovery of the country – to attract investment and shape the reform agenda to guarantee a future-oriented recovery aimed at climate neutrality, the digital economy and social justice”– said von der Leyen.

What will be the platform for the restoration of Ukraine

As Denys Shmyhal explained, the platform will have several levels at once:

  • the highest, where the leaders of the states will be represented. They will determine the strategic directions of work;
  • joint coordinating group. There will be heads of executive power from different countries, as well as persons who make decisions on behalf of a particular business;
  • thematic groups in industry areas.

Ukraine also proposes to create several offices. The main office will appear in Kyiv, and branches – in Brussels, Washington, London and other cities where partners want to create them.

EU money for Ukraine

According to the “Marshall Plan”, the European Union plans to allocate about 100 billion to restore Ukraine’s infrastructure facilities that were destroyed by Russian troops.

The EU-Ukraine Gateway Trust Fund (EU GTF) will seek initial contributions of 20 billion euros from the EU countries and the EU budget in the form of grants, loans and guarantees.

Guarantees, in particular, will have a multiplier effect, whereby infrastructure projects will be financed with a total amount of about 100 billion euros. This is about half of Ukraine’s more pressing needs.
