For Ukrainians, a communal apartment will soon become cheaper – what will cause this

The Verkhovna Rada adopted a law providing for the simplification of the procedure for insulating apartment buildings (No. 6485), which in turn will significantly reduce utility costs and gas consumption.

This was reported by MP Yaroslav Zheleznyak in his Telegram channel.

The decision, he said, was supported by 276 people’s deputies with the required minimum of 226 votes.

Thus, the adopted changes are aimed at reducing the number of necessary procedures and the time for their implementation for the implementation of energy-efficient measures and thermal modernization of residential buildings.

What is the bill all about?

Bill simplifies the procedure for considering an application for partial reimbursement of the cost of energy efficiency measures and financing of works, which are required for thermal modernization of the building.

As noted by the people’s deputy, the chairman of the Servant of the People party, Elena Shulyak, in addition, new minimum requirements for energy efficiency are introduced, applied in new construction, reconstruction, and overhaul. They will be viewed at least once every five years and should vary depending on a number of factors.

Also, among all, the bill determines that payment in the case of installing a common house meter is carried out only according to the meter readings, from the moment it is actually installed.

Who will be left without heat?

Prime Minister of Ukraine Denys Shmyhal warned that some Ukrainians will be left without heat in winter. This is all due to the fact that the invaders damaged the infrastructure in some settlements, and it will not be possible to repair centralized supplies until the end of 2022.

In fact, after the victory of Ukraine, the objects destroyed by Russian missiles and shells will have to be restored from scratch. We are talking about hundreds of broken and lost boiler houses that supplied heat to small towns.

To support Ukrainians in cold weather, the government will provide communities with fast modular boiler houses. They will run on different types of fuel and can be deployed within a week.

The prime minister stressed that even in the worst case, all procedures are prescribed and agreed with local governments. Among other things, they created a stock of special generators for electricity and purifiers for drinking water.
