Ukrainians were allowed not to pay for one utility service – which one

Ukrainians during the war are not exempt from paying utility bills, but there is a small exception

Some consumers of gas may be exempted from paying for its distribution.

This was stated by the National Commission for State Regulation in the Sphere of Energy and Utilities (NKREKU).

So, in the conditions of martial law, you can not pay for the delivery of gas:

  • if the infrastructure was damaged as a result of hostilities and regional gas companies cannot fulfill their obligations to provide round-the-clock access to the gas distribution system;
  • consumers who had a damaged gas consumption facility or an in-house gas supply system.

In these two cases, no gas distribution fee will be charged, but only for the duration of the absence of round-the-clock access to the gas distribution system.

However, we recall that, in general, Ukrainians during the war are not exempt from paying utility bills and must pay for services. In this case, the accumulated debts will have to be repaid in full.

Will utilities get cheaper?

The Verkhovna Rada adopted a law providing for the simplification of the procedure for insulating apartment buildings (No. 6485), which in turn will significantly reduce utility costs and gas consumption.

Bill simplifies the procedure for considering an application for partial reimbursement of the cost of energy efficiency measures and financing of works, which are required for thermal modernization of the building.

Earlier, Prime Minister of Ukraine Denys Shmygal warned that some Ukrainians would be left without heat in winter. This is all due to the fact that the invaders damaged the infrastructure in some settlements, and it will not be possible to repair centralized supplies until the end of 2022.
