The EU regulation for the reduction of gas consumption will come into force tomorrow, on which the Energy Affairs Council reached the political agreement on last July 26th. The finalization of the agreement, with the opposing vote of Hungary and Poland but with the quorum of the qualified majority largely reached, took place on Friday. Today the regulation – binding for all – was published in the European Journal and will be in force from tomorrow.
In reality, the regulation has retroactive validity because it refers to the period 1 August 2022 – 31 March 2023: it is in these months that the Member States are called upon to voluntarily reduce gas consumption by 15%. Reduction that becomes mandatory in the event that the EU Council decrees the energy alert. 15% is actually the maximum limit of the required reduction: at least a dozen countries, including Italy, will be able to take advantage of a series of derogations which, on average, reduce the mandatory cut by eight percentage points.
