Ciriani: ‘We will give more time for the discount and transfer for the Superbonus’

The measures on the Superbonus which will be contained in the dl aid quater will be “aimed at allowing, under certain conditions, that the assignments of credits or discounts in lieu of the consideration due” to those who carry out energy efficiency building interventions “can be spread over a longer period of time than that already provided for by current legislation”. This was stated in the Chamber of Deputies by Minister for Relations with Parliament Luca Ciriani at question time by answering a question from the M5S on initiatives to remove the obstacles that limit access to the superbonus.

Measurement data also came out during the day. “Its employment impact is estimated for the whole period August 2020 – October 2022 was equal to 900 thousand units of workbetween direct and indirect”. The measure also had a positive effect on the value of buildings: “it increased by 21.3% over the previous year” and in detail, in Souththe increase “was equal to 25.9% and in the North-West at 22.8%”, while it turned out to be “more contained in the Center (16.3%) and in the North-East (18.5%)”.

In all, the “55 billion euros of investments certified by Enea” for the period analysed, “have activated a value of production in the construction chain and related technical services equal to 79.7 billion“, as “direct effect”. To this “they add 36 billion of production activated in other sectors of the economic system connected to the related components”, for “a total of at least 115 billion. – states the Censis study – It can be estimated that such a substantial expenditure has generated an equally significant tax revenue”. In fact, “by activating the Superecobonus, a substantial production due to the multiplicative effects on the economic system, the tax revenue resulting from this additional production is estimated to pay off around 70% of the expenditure paid by the state for efficiency improvement works on buildings. This means that 100 euros of expenditure for Superecobonus would actually cost the State 30 euros, thus reducing the real value of the deficit generated by the incentive”, it is specified.

“There was certainly a positive effect for the economy”, but there were also “dysfunctions, pathologies that we cannot hide”, in particular on the facade bonus” where “there weren’t those punctual checks that generated a passage of these credits to the banking system” and “the consequence is that huge amounts have been generated on tax drawers which cannot lead to use. And, therefore, the system has stiffened,” commented the Deputy Minister of Economy and Finance Maurizio Leo.

“Based on the elements that have been acquired by the supervisory authorities, the Guardia di Finanza and the Revenue Agency, it was decided to follow a different path” on the superbonus, added Leo. The one found in the decree Aid quater which “distinguishes the side of the condominiums from the side of the houses. And it was decided to keep the 110% for condominiums, provided that two substantial elements are present: the first is that of the condominium resolution made by the date of entry into force of the provision, which today or tomorrow will enter the Official Gazette, and the second is that the Cilas is completed by November 25th. The question that worries us the most is that of credits, it is an absolute priority, – he said – the president Meloni and the minister Giorgetti have given their willingness to open a technical table to try to address” the issue. There is the possibility of “think about the hypothesis of partially using the credits through payments, the famous taxpayers’ F24”.
