Will the surcharge of UAH 30,000 be returned to the military? Zheleznyak told where they can get money for payments

In the coming weeks, the Rada will consider a draft resolution temporarily blocking the return of payments to the military in the rear in the amount of UAH 30,000. Wherein surcharges can still be refunded. Now there are several possible funding sources.

Yaroslav Zheleznyak, People’s Deputy, Deputy Chairman of the Verkhovna Rada Tax Committee, spoke about this in a commentary to GLOBAL HAPPENINGS. “Judging by the schedule of the parliament, (they will consider the resolution. – Ed.) in the coming weeksunless appropriate changes are made to the schedule, which is quite difficult,” he said.

Will payments be returned and where will the funds for payments be taken from?

As for the bill itself on the return of payments to the military, there is a problem with the availability of resources, the deputy explains. Additional payments require UAH 150 billion monthlybut without changes in the budget, this will be extremely difficult to do.

“And I doubt that the government will go for it, given that the previous decision was to cancel these payments altogether. In addition, let’s be frank, the communication part suffered, which resulted in 277 votes in parliament. As for whether they will make changes at all or not, here is the first and main question of the coalition. I carefully watched who voted in the Servant of the People, without them this decision did not pass, they gave a total majority, – says Zheleznyak.

As for the resources for financing payments, the people’s deputy notes, the worst option is to print money. According to him, this will again lead to an increase in inflation in Ukraine. Another option is to look for additional resources.

The first and largest is customs. According to the estimates of the committee and our temporary investigative commission, we lost about 120 billion on it and, accordingly, this is one of the biggest losses in the budget. Second part – accelerate the sale of confiscated Russian assets. My amendment was recently adopted in the budget code, that from those assets money can be sent for military spending,” the deputy adds.

As he emphasizes, the necessary UAH 150 billion will not be collected from the sale of confiscated assets, but several billion will definitely be received. The third option is the fight against illegal immigrants.

“17 billion – tobacco, several billion – alcohol, the agricultural business too, we found an additional resource of 12 billion there. The export of “black” grain – from 5 billion or more. Is it possible to find additional money? Yes, but this requires unbridled political the will to fight in those areas in which, to put it mildly, there is not much political will, and most importantly, the viability of the bodies responsible for this,” Zheleznyak said.

Summing up, the people’s deputy said that this amount is lifting, but the plan can be implemented in the event of an unbridled desire for power and a correct explanation to international partners that this step is being taken because they began to fight corruption.

“I think that this amount is lifting. We need to look at what we have in procurement in energy enterprises, there are also huge losses. With the right approach, you can find funds,” the parliamentarian said.

As GLOBAL HAPPENINGS reported, in the spring of 2023, Ukraine indexed, that is, 553,000 military pensions were transferred upwards. On average, such pension payments amount to UAH 10,575.
