Some Ukrainians will receive an increase in salaries: who can count on a raise in 2022

Officials are planning to increase salaries by 9% in 2022. And the “minimum wage” for them will be set at a level not lower than two living wages, that is, UAH 4962.

The corresponding draft resolution of the Cabinet of Ministers is posted on the website of the Federation of Trade Unions of Ukraine (FPU).

They want to raise the “bare” salary for officials. That is, we are not talking about additional payments and allowances. And this amount may be lower than the minimum wage – UAH 6500.

The salary of officials consists of the following components:

  • salary,
  • surcharges and allowances,
  • awards,
  • material aid.

Some allowances and surcharges can be very significant for officials. For example, they can be awarded 50-100% for high achievements in work and performance of particularly important work. Another 40% can be obtained for seniority, and 25% for knowledge of foreign languages.

Civil servants are also awarded bonuses on the occasion of holidays and anniversaries, as well as on the basis of work results. There is also a “thirteenth salary” for them and “health-improving” ones in the amount of the average salary.

Thus, taking into account all allowances and surcharges, the salary of an official may in fact turn out to be three times higher than the salary.

“These additional payments are more dependent on the benevolence of the management and the availability of financial resources from the state body than on the performance of the employee … Additional payments and bonuses reduce the efficiency of the use of budget funds,” – say economists at the Center for Economic Strategy (CES).

How much will officials receive?

Heads of central government agencies will receive salaries of UAH 41,300. This sum is 9.3% more than last year. This amount can be received by employees of the Constitutional Court, the Verkhovna Rada apparatus, the President’s Office, the Cabinet Secretariat, the NSDC apparatus, the CEC, the Accounts Chamber and the Office of the Prosecutor General.

Heads of central executive bodies with special status and ministries will receive salaries of UAH 36,700. This is 9.2% more.

And a simple specialist of a state agency in regional institutions will receive 4962 UAH of the minimum salary, and his colleague in the ministry – 8500 UAH.

Note that this resolution has not yet been adopted, but on December 31, the term of its public discussion ends. After that, the Cabinet of Ministers will consider it.

Who gets the lowest salary in Ukraine?

According to the vacancies published on the grc.ua portal, the administrative staff receives the least amount in Ukraine. At the end of 2021, their average salary is just over 10 thousand hryvnia, despite an annual increase in compensation by almost one thousand hryvnia.

Also outsiders in terms of wages are:

  • workers (11 900 UAH);
  • people at the beginning of their careers (UAH 12 161);
  • workers in the field of medicine (UAH 13,047);
  • the sphere of tourism and restaurant business (13 198 UAH).

Earlier we reported that salaries in Ukraine were growing during 2021. Leadership in average wages and the number of open vacancies is traditionally held by Kiev. However, even in the Lviv region, some specialists are ready to pay up to UAH 86,500 per month.
