Waste: Arera, stop gaps, comes a single quality standard

(ANSA) – ROME, JANUARY 21 – Stop the gaps: a set of contractual and technical quality service obligations for the municipal waste management service arrives, minimum and homogeneous for all the administrations in the country. The Arera has in fact approved the Consolidated Law for regulating the quality of the municipal waste management service which will come into force on 23 January. The obligations envisaged by the text, explains Arera, are flanked by indicators and relative general standards, differentiated according to the actual starting quality level defined on the basis of the performances envisaged in the Service Contracts and / or in the Quality Charters in force. The territorially competent Bodies will have to choose, by 31 March next, one of the four regulatory schemes envisaged, from minimum to advanced, identifying the costs that may be connected to the adaptation to the obligations within the 2022-2025 Economic and Financial Plan. Arera underlines that the objective of improving the waste management service and making the different territorial dimensions converge towards common and homogeneous standards at national level, “must take into account the different starting characteristics, applying the principles of gradualness, asymmetry and economic sustainability” .

The main obligations related to contractual quality will concern the management of requests for activation, variation and termination of the service, complaints, requests for information and correction of the amounts charged. The new rules will also concern the methods and frequency of payment, the payment in installments and the reimbursement of undue amounts, the collection of waste on call or the repair of home collection equipment. On the other hand, as regards the technical quality, obligations and standards relating to the continuity, regularity and safety of the service will be envisaged. (HANDLE).
