High fuel prices: Arthur Lira blames governors and Senate for price readjustment

the president of Chamber of Deputies, Arthur Lira (PP-AL), criticized this Sunday (16) governors who demanded solutions from the National Congress to hold the high price of fuels. He recalled that the Chamber approved, last year, a project that establishes a fixed amount for charging ICMS on fuel (Complementary Law Project 11/20).

In practice, the proposal makes the tax invariable in the face of fuel price readjustments at the refinery or exchange rate changes.

Currently, the ICMS levied on fuels is due for forward tax substitution (distributors pay the service station tax); and the calculation base is estimated from the weighted average prices to the final consumer, calculated fortnightly by the state governments. ICMS rates for gasoline, for example, vary between 25% and 34%, according to the state.

Through her social networks, Lira said that, at the time, many considered the proposal “interventionist and electoral”. “Now, at the beginning of an election year, governors, with Wellington Dias [governador do Piauí] ahead, demand solutions from Congress. With state coffers crammed with so much revenue and targeting October, they’ve decided it’s time to cut the price,” tweeted the mayor.

“They could have pressed even last year. That’s why I remember the governors’ resistance to reducing ICMS at the time. I also record that we did our part. Charges, go to the Senate,” Arthur said. Approved by the House in October, the bill has not yet been voted on in the Senate.

Last Friday (14), the state finance secretaries decided to unfreeze the amount of ICMS charged on fuel sales. The tax had been frozen since November.
