“Simplification helps legality – Fedriga pointed out – Bureaucratic blocks do not favor legality. We must achieve the goal of maximizing transparency in procedures and we must do it as soon as possible otherwise we risk blocking the country”. This is not an unattainable goal: according to the president of the Conference of Regions, “technologies allow us to do so and databases can make the various public administrations talk to achieve an excellent result”. Obviously, however, “public administrations must update procedures, they must be able to dialogue with each other, and national legislation must also allow public administrations to talk to each other because extremely complicated rules prevent dialogue and therefore prevent speed, transparency and correctness of procedures “.
