The Speaker of the Verkhovna Rada, Dmitry Razumkov, with the help of the Rules of Procedure, can ruin all the plans of the “servants of the people” for his resignation. He can also find supporters from other political forces in parliament. This opinion was expressed in an interview with Segodnya by ex-head of parliament Volodymyr Lytvyn.
According to him, if the head of the Verkhovna Rada has mastered the Rules of Procedure well and found mutual understanding with a part of the deputy corps, which did not put him in the chair of the speaker, then it is very difficult to dismiss such a person from office.
“There is an appropriate procedure – to collect signatures, the chairman of the parliament must report on the work done by him. When it comes to this point, the speech will be built on getting supporters for himself. We love the offended,” said Lytvyn.
The ex-head of the Verkhovna Rada also noted that Razumkov has a powerful lever in his hands – the Regulations.
“He can use it so that the draft decision on the recall of the chairman of the Verkhovna Rada will fail. You can find a convenient moment when to put it to a vote. Despite the fact that the speaker of parliament should not preside at this time, this can all be done very carefully “, – he stressed.
Razumkov’s conflict with the “Servant of the people”
- It all started after Dmitry Razumkov sent a bill on oligarchs to the Venice Commission. He agreed to do this at the request of the Ombudsman and all opposition factions, but refused a request not to do this to his native Servant of the People party.
- The first to “rebel” was the head of the “SN” faction, David Arakhamia, who first, in a commentary to journalists, ran into Razumkov, promising that he would have a conversation with the head of parliament. Then Arahamia continued to harshly criticize him on the air of the “Freedom of Speech Savik Shuster” program.
- Then, on the same program, Stefanchuk got down to business, who right there filed a complaint with Razumkov: they say that the speaker recently refused him a request to submit the bill on local referendums to the Venice Commission, and after a while he sent an oligarchic law there.
- Now it has come to the point that Razumkov may not be invited to the congress of the Servant of the People party in Truskavets. But if he does get there, then an unpleasant conversation awaits him there.
