(ANSA) – ANCONA, 18 MAY – “A single national code for reconstruction, which establishes management methods and procedures, with a central direction”. The commissioner for reconstruction after the 2016 earthquake Giovanni Legnini asked for it again, speaking today at the webinar ‘Rebuilding in safety’ organized as part of the Earth Technology Expo in Florence.

“Ours is a very fragile country, with a long history of violent earthquakes, and in these days the earthquake has returned to be felt in Tuscany, in Molise, in Lampedusa – he explained -. Today in Italy we have seven reconstructions in progress. , Central Italy, Abruzzo, Ischia, Catania, Molise, Mugello, and Emilia, each with its own different governance, rules and procedures, which create a clear difference in treatment between citizens affected by the same calamity ” .

“We cannot know when another strong earthquake will arrive, but it is certain that it will happen – he stressed -. And we cannot be caught unprepared”. Legnini recalled that in January the Government passed a proxy law for the adoption of this Code, with the creation of a special Department of reconstructions in Palazzo Chigi. But after 4 months the enabling law has not yet been established in Parliament, and the time needed to enact the implementing measures by the end of the legislature is increasingly narrowing “, Legnini insisted, launching” a strong appeal to the Government, to Parliament , to all institutional subjects, as well as to civil society, so that this provision can be implemented immediately, without further delays “.” A central structure for the operational management of reconstructions, equipped with a contingent of professionally highly qualified personnel, who have trained in managing these operations in these dramatic years, it is essential to provide homogeneous, valid and effective responses, also to protect public spending “, said Legnini.
