The heads of parliamentary committees left the meeting of the Conciliation Council of the Verkhovna Rada. The deputies did not like the criticism from the speaker Dmitry Razumkov regarding the adoption of the law on oligarchs.

On behalf of the deputies who left the hall, the chairman of the Verkhovna Rada Committee on Humanitarian and Information Policy Nikita Poturayev made a speech.

“The Conciliation Council turned into a platform for political demonstrations absolutely groundless. We cannot and will not put up with this. Therefore, we, the heads of the committees, left the Conciliation Council today, which, unfortunately, Speaker Razumkov allowed to turn into a fair of political vanity,” he said to journalists on the sidelines of parliament.

What made them so angry

Razumkov expressed dissatisfaction with the actions of the defense committee of the Rada on the issue of oligarchs.

“When the committee sends to the Rada the wrong law that was voted on, this is already a forgery. What you do not like, or you made mistakes during unprofessional preparation for the consideration of the law and followed an incomprehensible procedure, these are the problems of the committee. what the parliament votes, I, as a speaker, must sign what was voted in the hall: those amendments that were put to the vote, rejected or in the editorial board that remained in the committee. – I will sign it, “said the head of parliament.

What’s wrong with deoligarchization

  • First, the law in the second reading was passed with a scandal: the deputies were denied consideration of all their amendments and only the committee voted. To this end, the “servants of the people” supported a simplified review procedure: the committee, having analyzed the entire bill and each article, presented the document in its edition as an amendment; when voting for this amendment, all other amendments of the deputies that were submitted to this article were automatically considered rejected.
  • Secondly, due to such a voting procedure, a legal collision occurred: in the article about who will keep the register of oligarchs, unnecessary amendments were accidentally taken into account and in the final law it turned out that both the NSDC and the NAPK should determine a person as an oligarch (Razumkov’s edit), although initially there should have been only the NSDC. The deputies even started talking that the law would be re-voted.
  • The day after the adoption of the law, the first vice-speaker of the Rada Ruslan Stefanchuk, under the transcript, stated the mistakes made and asked to correct them: “Venislavsky in some places said” amendment 654, 756 “. We looked, and put a comma in the transcript. Using my, as a deputy, the right to indicate inaccuracies, I noted that there is not a comma, but a dash (should be 654-756) That’s all! This does not affect the voting results in any way. “… According to him, after the amendment of Razumkov’s amendment on the NAPK, it was allegedly no longer in the law.
  • At the same time, the speaker of the Verkhovna Rada, Dmitry Razumkov, threatened Stefanchuk with criminal liability. According to him, he allegedly violated the law during the adoption of the bill on oligarchs.
