The process of forming a register of oligarchs has started in Ukraine

The information that will be entered into the register will be freely available and free of charge.

In Ukraine, the decision of the National Security and Defense Council on the procedure for the formation of the register of oligarchs was put into effect. This is stated in the corresponding decree of the President of Ukraine Volodymyr Zelensky dated June 29.

“To put into effect the decision of the National Security and Defense Council of Ukraine dated June 29, 2022 “On approval of the Regulations on the Register of persons with significant economic and political weight in public life (oligarchs), the procedure for its formation and maintenance,” the text of the decree says.

Information about the oligarchs that will be entered into the register will not be confidential, but it will contain information that contains state secrets and official information.

What information will be in the registry

  • name, date and place of birth,
  • identification data,
  • passport details,
  • substantiation of recognition of the person as an oligarch.

It is also noted that declarants, registrars, employees of the holder and administrator of the registry, the chairman, secretary and members of the National Security and Defense Council, and officials and employees of other state bodies will have access to it.


In addition, access to the electronic offices of the oligarchs will have access not only to the oligarchs themselves, but also, in particular, to the President of Ukraine, the secretary and members of the National Security and Defense Council.

What preceded this

The bill on deoligarchization (No. 5599) was registered in the Verkhovna Rada in June 2021 at the initiative of the President of Ukraine. This bill received a negative assessment from the Main Scientific and Expert Department of the Rada. And the profile committee concluded that a large number of fundamental amendments should be made to the bill. However, Rada adopted a bill basis during the meeting on July 1, 2021.

The bill provides for the maintenance of a “register of oligarchs.” People included in this register may be limited in some rights.
