The Organization for Security and Cooperation in Europe (OSCE) will not be able to punish Russia for the lawlessness that it has inflicted on international observers in Donbas, since without the consent of the occupiers, a decision on any punishment cannot be made.

Foreign Minister Dmitry Kuleba spoke about this at a briefing.

“The OSCE is a consensus organization. It is impossible to make a serious decision without the consent of Russia. The OSCE Secretariat also adheres to a fairly balanced position, and Russia has influence. Therefore, I do not count on any specific punishment of Russia from the OSCE,” he said.

Kuleba noted that Russia is destroying the Minsk agreements by its actions, which gives Ukraine new opportunities for the Russian Federation to bear responsibility, but outside the OSCE.

Russia’s provocations against the OSCE

  • On October 13, Russian Andrei Kosyak was detained near Zolote in the Luhansk region. Under the guise of conducting humanitarian demining work (with the JCCC bandage), he carried out photo and video recording of the positions from which the Ukrainian Armed Forces had departed within the disengagement area. The militant’s actions grossly violated the Additional Ceasefire Strengthening Measures, which prohibit offensive, reconnaissance and sabotage operations.
  • On October 17, the head of the Special Monitoring Mission to Ukraine, Yashar Halit Cevik, said that in occupied Donetsk, protesters controlled by militants staged a rally under the OSCE office and even blocked the entrance to the hotel where the observers are based. They demanded the release of the recently detained “officer” of the militants. The OSCE press service clarified that it is about the suspension of the mission in Donetsk, and in the Luhansk region it works.
  • On October 18, it became known that militants in Donbas took two OSCE observers hostage. The Ukrainian side in the Trilateral Contact Group has already called it international terrorism.
  • On October 19, Russian Foreign Ministry Speaker Maria Zakharova traditionally threw a tantrum, saying that Moscow regards the actions of the Ukrainian side as “treacherous and provocative” and that Kiev is allegedly “undermining the peaceful settlement of the conflict.” She also complained that Kiev had not notified about the arrest of the Russian.
  • On October 20, the Ministry of Foreign Affairs of Ukraine and the Ukrainian side in the Trilateral Contact Group announced that the Ministry of Foreign Affairs of the Russian Federation, with its statement, officially recognized the participation of Russians in the war in Donbass.
