Historical law: France will ban the sale of puppies and kittens in pet stores

Taking an animal from a shelter will be as difficult as adopting a child.

The new law should be adopted at the very first session of parliament in November / Collage “Today”

In France, representatives of both houses of parliament (the National Assembly and the Senate) agreed at a meeting of the mixed conciliation commission on the conditions for the adoption of a historic law on the fight for animal rights. Among other things, the law provides for the introduction of a ban on the sale of dogs and cats in pet stores and a ban on the use of wild animals in circuses. For the fact that the owner drove his pet out into the street, the Frenchman will face up to 5 years in prison.

Historical bill

The law prohibits the sale of cats and dogs in pet stores from January 1, 2024. Animal rights activists note that in this way the French will not make impulsive purchases of the animal. Instead, an already considered decision will lead a person to animal shelters or force him to spend time looking for an animal in nurseries whose work is tightly controlled by the state.

It will be possible to pick up animals from shelters and nurseries only if there is a so-called “certificate of knowledge”. Obtaining this document makes it possible to weed out those people whose lifestyle or financial situation does not allow to have an animal.

In addition, it will be possible to pick up the animal no earlier than 7 days after the person with the certificate decides to buy a cat or dog. This temporary “quarantine” should weed out some more of those who impulsively make and quickly change their decisions.

Wildlife commerce

Acquisition and breeding of wild animals will be prohibited in France 2 years after the entry into force of the law. Circus will have to transfer all wild animals to zoos within seven years.

The training of wolves and bears will be banned after 2 years. After 5 years after the start of the law, it will be prohibited to keep dolphins and other cetaceans in dolphinariums.

Increased punishment

In France, cruelty to animals, which, according to the new law, will include the “throwing” of an animal into the street, will be punished with up to five years in prison and up to 75 thousand euros in a fine.

In Ukraine, in the summer of 2021, the Verkhovna Rada adopted Bill No. 2351 “On Amendments to Certain Legislative Acts of Ukraine (on the Implementation of the Provisions of Certain International Agreements and EU Directives in the Sphere of the Protection of Fauna and Flora)”. According to our law:

  • extermination for the purpose of regulating the number of homeless animals is prohibited, it is prohibited to beat, kill, poison or maim homeless and domestic animals;
  • you need to walk dogs only on leashes, muzzles and collars with identifying marks;
  • it is forbidden to beg with homeless, domestic and wild animals;
  • the possibility of regulating the number of animals with the help of euthanasia is excluded, only sterilization will remain;
  • it is forbidden to force some animals to attack others, including when testing animals;
  • it is prohibited to use animals as targets in the shooting range or for shooting training;
  • it is forbidden to give pets as prizes, awards or prizes;
  • it is forbidden to immure animals in the basements of houses.

All this is under penalty of a fine from UAH 3400 to UAH 5100.
