    In the self-proclaimed “Luhansk People’s Republic” want to attract to the solution of the conflict in Donbass the head of the political council of the Ukrainian party “Opposition Platform – For Life” Viktor Medvedchuk as an experienced negotiator. The site “Segodnya” found out why the “LPR” really needed a Ukrainian politician and what Russia is striving for.

    What was announced in the “LPR”

    Head of the working group on the exchange of prisoners of war “LPR” Olga Kobtseva made a proposal to replace the representative of Kiev in the humanitarian subgroup Galina Tretyakova with Viktor Medvedchuk. In her opinion, Tretyakova’s position is destructive.

    “Taking into account Mrs. Tretyakova’s negotiating position and taking into account the analysis of her work in the Verkhovna Rada of Ukraine, we were inclined to appeal to Ukraine with a proposal to replace the negotiator Mrs. Tretyakova with Mr. Medvedchuk.     Kobtseva also recalled that in June 2019, representatives of the “DPR” and “LPR”, as a gesture of goodwill, handed Medvedchuk four Ukrainian citizens who were held in the “Republics” in connection with the conflict in Donbass.

    Immunity from criminal prosecution

    Political scientist Sergei Bykov I am sure that in this way, through the proposal of the “LPR”, Russia wants to create Medvedchuk, which is now under house arrest due to suspicion of high treason, immunity from criminal prosecution in Ukraine.

Probably, Russia’s contact with Medvedchuk will be better than with Tretyakova, but this will only give a short-term positive result. After minor concessions, Russia will again return to a tough position. In the meantime, Medvedchuk will already be at large, “says Petrenko.

    Political scientist Bykov considers the proposal of “LPR” to join Viktor Medvedchuk in the negotiation process – unacceptable for Ukraine.

    Russia’s response to Zelensky and a cunning move

    By the way, October 18 President of Ukraine Volodymyr Zelensky in a commentary to ICTV channel stated about a possible exchange of Viktor Medvedchuk on Ukrainian citizens in Russia.

    “Mr. Medvedchuk is a citizen of Ukraine, and Ukrainian legislation applies to him. On the other hand, if, for example, Russia would confirm that Mr. Medvedchuk has Russian citizenship, for example (let’s say, it is quite possible), then we would be happy after this confirmation or at least a hint, we would consider the possibility of exchanging Mr. Medvedchuk for real heroes and citizens of Ukraine “Zelensky said, adding that Russia did not explicitly state its demands “to leave Medvedchuk alone.”

    Political scientist Vadim Karasev believes that the proposal to involve Medvedchuk in the negotiation process on Donbass is the Kremlin’s response to Zelensky’s statement.

    “Symmetrical mirroring. Zelensky offered to exchange Medvedchuk for prisoners. The Kremlin, in response, let’s change Medvedchuk for peace. It’s a very clever move,” the political scientist says to Segodnya.

    The expert notes that Ukraine will not agree with the proposal of the “LPR” and the refusal will play into the hands of Russia.

    “Russia will have a reason to declare that Ukraine does not want peace in Donbass,” summed up Karasev.

    What is incriminated to Medvedchuk

    Viktor Medvedchuk is suspected of high treason, violation of the laws of war, sponsoring ORDLO militants and fraud with coal. He faces from 12 years in prison to life imprisonment. Among the charges brought against him:

    • attempted plunder of natural resources (according to the investigation, in 2015 the suspects, including Medvedchuk, entered into an agreement with an official of the Russian government to extract minerals on the Black Sea shelf);
    • the transfer of information containing state secrets to the Russian special services (in 2020, Medvedchuk allegedly transferred to Kozak, who was at that moment in Russia, information about a secret unit of the Ukrainian army);
    • anti-Ukrainian activity (Medvedchuk is suspected of intending to create an “infrastructure of influence” through the Ukrainians working in the Russian Federation);
    • sponsoring terrorism through a Ukrainian bank with the permission of the country’s top officials.

    On August 20, Prosecutor General Irina Venediktova announced that the investigation of Medvedchuk’s case had been completed – preparations were underway to consider it in court in essence.

    On October 8, Viktor Medvedchuk was informed of a new suspicion, and on October 12, they even tried to change his measure of restraint from house arrest to a pre-trial detention center with the possibility of a billion hryvnia bail. But the court left him under house arrest until December 7.
