Usury: loans at 120% per annum during the Covid crisis, arrests

(ANSA) – COSENZA, 20 DEC – The financiers of the Provincial Command of Cosenza have carried out a precautionary custody order issued by the investigating judge against 7 people – 4 under house arrest and 3 with residence obligation – accused for various reasons of usury, abusive exercise of credit and the sale of narcotic and / or psychotropic substances.

At the same time, the financiers carried out a preventive seizure of assets for a value of over 38,000 euros, deemed to be the profit of the crime of usury.

At the end of an investigation that lasted over 2 years, coordinated by the Public Prosecutor’s Office of Cosenza, the Cosenza Group’s yellow flames, with telephone and environmental wiretapping, observation and shadowing services, and hearing more people, ascertained more conducts for the supply of cash loans, even with usurer-type rates that reached 120% per annum, put in place in full health emergency by Covid-19.

Precisely in the emergency context of last spring, the suspects, known in Cosenza for being able to grant loans to anyone without difficulty, offered a parallel channel of recourse to credit to which citizens and companies in severe liquidity crisis could access without particular guarantees. . After the disbursement of the loan, the suspects worked, even with threats and intimidation, for the recovery of the sum loaned, called “mask, bet, pocket money, shopping, water, bread”, returned by the victims by top-ups of prepaid cards, checks in blank, and of course cash, in weekly / monthly installments, even of modest amount.

The investigations highlighted an intense circulation of money exercised with organizational capacity and financial resources by the suspects who took advantage of the victims’ state of need to impose increasingly onerous conditions. Furthermore, the Guardia di Finanza has rebuilt a dense network of hashish, marijuana and cocaine dealing, organized in a structured manner and, also in this case, aimed at a large number of consumers.
