The head of the Ministry of Foreign Affairs of Ukraine Dmitry Kuleba spoke a little about the 10-step strategy for the implementation of the Minsk agreements to resolve the situation in Donbass, which was developed by Kiev. As President Volodymyr Zelenskyy stated earlier, this strategy includes the involvement of the participants of the “Normandy format” and the United States in its implementation.
Dmitry Kuleba told about this in an interview with the RBC-Ukraine agency.

“This is a comprehensive attempt to get the negotiation process off the ground. But in essence, these 10 steps do not change either the Minsk Agreements or the format of the TCG or the “Normandy format” functioning. … This is a set of initiatives that allow us to get off the ground and come, in particular, to the adoption of clusters, and finally to an end to Russian aggression against Ukraine and the de-occupation of our territories“, – said Dmitry Kuleba.
According to earlier statements, ten step strategy already transferred to the USA, France, Germany and the Russian Federation. Volodymyr Zelenskyy called it a complex document.
The situation in Donbass
- Now we are witnessing an aggravation of the situation in Donbass. According to the JFO headquarters, on December 27, 10 violations of the ceasefire were recorded by the Russian occupation forces. In one case, weapons prohibited by the Minsk agreements were used.
- Due to the aggravation at the front in recent days, the Ukrainian side in the Trilateral Contact Group convened an extraordinary meeting of the working subgroup on security on December 28.
- At the same time, on December 22, the Office of the President of Ukraine announced the expectation of the restoration of an armistice in Donbass. The participants of the Trilateral Contact Group agreed on this.
- The Main Intelligence Directorate of the Ministry of Defense reported that military goods are being imported from Russia to the occupied territories of Donbass under the guise of a “humanitarian convoy.”
