In 2014, the National Guardsmen had a training level of 10, and morale was one.
This was announced on the air of the program “People Against” on the TV channel “Ukraine 24” by the former head of the Ministry of Internal Affairs Arsen Avakov.
“And the guys who came to the volunteer battalion didn’t know how: the level of training was one, and the spirit was 10. That’s why everyone learned, fraternized and fought perfectly,” he said.
What now
According to Avakov, now in Ukraine the morale of the army is not the same as it was then.
“We don’t need a transitional period. Therefore, another structure will work: the Armed Forces of Ukraine are the main ones. And they will have one more tool at their disposal – the territorial defense forces. This is a structure that has been talked about for a long time. Volunteer battalions, reservists, etc. .d,” he said.
The ex-head of the Ministry of Internal Affairs noted that all those who want to defend Ukraine with weapons in their hands on the ground can join the territorial defense forces:
“How can it. Someone knows how to work with guns, someone – with tanks, someone can’t do anything, someone can shoot from a grenade launcher, someone can be an infantryman. I highly appreciate this potential – from 2- x to 3 million people.

He emphasized that in this context one cannot speak of guerrilla warfare:
“We are not talking about guerrilla warfare here – this is a tragedy later. This is something that will catch up with any occupier. I think that we will not even come close to this.”
A question of defense
General of the Armed Forces of Ukraine Serhiy Krivonos believes that the process of territorial defense should be led by civilians, and the first deputy heads of cities, districts and regions should help in this. At the same time, ex-Minister of Defense Andriy Zagorodnyuk recalled that according to the law on the defense, the mayor of Kiev is the head of the defense zone of the capital, but the headquarters of the defense are part of the Armed Forces of Ukraine.
The mayor of Kiev, Vitali Klitschko, said that Ukraine “should prepare” for a possible war with the Russian Federation:
“City mayors are primarily responsible for infrastructure. We have a plan in Kiev – I want to announce it. I can’t say all the information… open, where the algorithm of actions will be clearly outlined, what should happen. We tried to gather security officials in Kiev and ask questions.”
Recall that the Minister of Defense of Ukraine Oleksiy Reznikov said that he does not see the need to announce mobilization at the current level of threat from the Russian Federation. According to him, Ukraine will move in a different way.
