Green light from the European Parliament to the legislative initiative report that aims at reforming the electoral law by creating a single constituency at EU level and the possibility of having transnational lists. The text was approved by acclamation from the classroom with a vote by show of hands. According to the system proposed and approved by the MEPs, each voter will have two votes: the first to elect a deputy in their respective national constituency and the second to elect another from the pan-European constituency, consisting of 28 additional seats.

To ensure balanced geographical representation within the lists, Member States will be divided into three groups according to the number of inhabitants. Pan-European lists will have to be submitted by European electoral entities such as coalitions of national political parties, national associations of electors or European political parties. The text also aims to combat gender inequality, the text proposes a quota system, without violating the rights of non-binary people. Also present in the report was the request to make May 9 as a common date for European elections as well as the right to stand for election for all Europeans aged 18 and over and a mandatory minimum electoral threshold of 3.5% for constituencies with 60 or more seats. The ‘Spitzenkandidat’ system is also back, i.e. the obligation to present citizens with a candidate for the position of the President of the EU Commission.
