The parliamentarization of the crisis will take place on Wednesday. Prime Minister Mario Draghi will speak first in the Senate, where the government was born, and then only if he deems it necessary in the House. In fact, it is easier for a written text to be handed over to Montecitorio. The exact times will be identified by the conferences of the group leaders between Monday and Tuesday but it will be the Prime Minister who will choose whether to wait for the debate and also the vote on communications or to leave immediately after speaking the hall of Palazzo Madama and go up to the Colle to resign the resignation. The premier put it on the record speaking to his ministers shortly before announcing his resignation (later frozen by the head of state): the pact of trust has failed, another majority is not possible.
However, if he believes that the political conditions have changed again and that it is therefore possible to continue the government action to sanction the new start, he would have the vote on the communications made in Parliament. In fact, according to what is explained, the majority resolution could contain an explicit reference to trust in the executive and therefore, once the favorable vote has been collected, it would be sufficient to reconnect the broken thread these days.
In the event of the premier’s resignation, however, the word would pass to the President of the Republic Sergio Mattarella. And if the head of state deems it appropriate to dissolve the Chambers and go to elections, the most probable dates are those of 25 September or 2 October. The times may seem excessively long, but the formalities for the parties are manifold, not only for the electoral campaign but also for the presentation of the lists that must be accompanied by a high number of signatures.
