Elections, the deposit of symbols, the race to finish first on the ballot

The first step of the August electoral campaign is about to be consummated: on Friday 12 August at 8 am, the ‘queue’ at the Viminale will begin to be able to deposit the badges of the parties and movements thatand intend to run in the elections on 25 September. An unprecedented mid-August eve for the parties that until Sunday 14 at 16 will have to ‘fight’ for the place on the ballot paper, the same as for the deposit order. More than 20 symbols have already been disclosed: for the center-right, the three main parties Forza Italia, Lega and Fratelli d’Italia, with each its own symbol, and Noi Moderati, which merges ‘Noi con l’Italia by Maurizio Lupi’, Italy at the center of Toti and Coraggio Italia by Brugnaro, with the crusader shield of the DC and the inscription Libertas. Among the marks also Civic Commitment of Luigi Di Maio and Bruno Tabacci. And then Popular Union with De Magistris; Referendum and Democracy by Marco Cappato; Alliance Verdi and Left by Angelo Bonelli and Nicola Fratoianni. Obviously that of Pd and that of the newborn third pole, the pact between Matteo Renzi and Carlo Calenda, with the symbols of Action and Italia Viva in the upper half, and the name of Calenda at the bottom above the name of the European group renew Europe. Among the various movements that have decided to present themselves, that of the self-styled doctor Panzironi, ‘Sanitary Revolution’ and ‘For Italy with Paragone’ of the Ital Exit party.
On the Eligendo portal, the Instructions for the presentation and admission of applications: a dossier of over 300 pages illustrating the rules to be followed. The list mark must be delivered by hand on digital support or in “triplicate” in paper form. It is forbidden to present symbols “which reproduce images or religious subjects”. Parties that do not have a traditional symbol and political groups are prohibited from presenting “identifiers that are identical or confusing with those that reproduce symbols traditionally used by other parties”. Then the ban on presenting signs that refer to fascist or Nazi ideologies. In addition to the symbol – within the same period of time – the statute must also be delivered or, in the absence of registration in the register, a declaration “in which the minimum elements of transparency of the same party or political group are indicated”. The parties must also file any declaration of connection in a coalition of lists and the electoral program, indicating the head of the political force and by 14 / o day from the date of the elections to publish, on their website, the curriculum vitae provided by their candidates. and the relative certificate issued by the criminal record. On the other hand, for the regular symbols, once the deadline has expired, the Ministry returns within 48 hours “to the domicile elected in Rome of the depositor, a copy of the mark with the attestation of the deposit and its regularity”. For those who are not regular, the Interior Ministry invites the “depositor” to replace him within 48 hours “from the notification of the relevant notice” with the possibility of presenting “one that does not reproduce in any way the elements deemed to be in conflict with the provisions of the law”. Against the conclusions of the Interior Ministry it is possible to make an opposition – within 48 hours of the decision – to the National Central Office set up at the Court of Cassation. The deadline therefore expires on 18 August. The next step will therefore be the definition and filing of the lists, which can take place between 8 of 20 August and 20 of 21 August at the chancelleries of the Courts of Appeal.
