a decisive week for the government

The extension of the health pass is being played out this week. The text of the law which should allow the adoption of the measures announced a week ago by Emmanuel Macron will be presented to the Council of Ministers on Monday, while the Council of State must deliver its opinion the same day. It will then be debated by parliamentarians, with potentially heated debates in the hemicycle. Pressure is mounting on the executive, as tens of thousands of people demonstrated across the country over the weekend against vaccination and the health pass. But the government, faced with an epidemic rebound, wants to move quickly.

At the Assembly from Tuesday

It’s a week of racing ahead. A ministerial adviser assures him: “we are at the foot of the fourth wave, we must take emergency measures.” The Council of State is due to give its opinion Monday afternoon on the bill establishing the new measures announced by Emmanuel Macron.

In the process, the text will arrive on the table of the Council of Ministers on Monday evening, then direction the Assembly on Tuesday, where it will be debated in committee, then in public session on Wednesday. Thursday, it will be the turn of the senators to study the text.

The senatorial majority will seize the Constitutional Council

According to a recent survey, a majority of French people approve of these measures, such as compulsory vaccination for nursing staff or the extension of the health pass. But it also raises criticism in the streets with demonstrations this weekend, which brought together more than 110,000 people according to the Ministry of the Interior.

In Parliament, the executive wants to believe in consensus. If there is relative approval on the merits, except for rebellious France and the National Rally, the outlines of the health pass could however be debated in the opposition.

The LR and centrist groups, which make up the senatorial majority, announced last Thursday that they would seize the Constitutional Council after the adoption of the bill. “During its examination in the Senate, we will make sure to find the best balance between the need to fight the spread of the virus and the protection of our public freedoms,” said the presidents of the LR groups Bruno Retailleau and centrist Hervé Marseille in a joint press release .
