Majority and opposition have reached an agreement on the establishment and presidency of the Bicameral Commissions of Inquiry that have yet to be established. According to what is learned in parliamentary circles, at the helm of the Rai Supervision should go an exponent of the M5S, while the presidency of the one on the management of Covid in Italy should belong to a member of Action-Italia Viva.
The Senate hall unanimously approves, with 157 votes in favour, the motion ordering the reconstitution of the extraordinary commission to combat the phenomena of intolerance, racism, anti-Semitism and incitement to hatred and violence. There were no abstentions or votes against. The Extraordinary Commission for the protection and promotion of human rights has also been reconstituted, with 145 votes in favour. Also in this case there were no abstentions or votes against. The two motions for the reconstitution of the two Extraordinary Commissions bear the signature, respectively, of the life senators Liliana Segre and Elena Cattaneo.
Segre: “The best way to honor the day of remembrance”
“Today is a very important session of the Senate which sees us involved in the approval of the motion which also establishes in this legislature the extraordinary commission for the contrast of the phenomena of intolerance, racism, or incitement to hatred or violence”. This is how life senator Liliana Segre in the Senate floor starts the work for the establishment of an extraordinary anti-discrimination commission. “This – she emphasizes – will be the best way to honor the day of remembrance.” “We carried out useful work in the last legislature. – recalls Segre, president of the commission in the last legislature – The spread of social media carries the risk of favoring hate speech and campaigns aimed at discrimination and the toxic diffusion of fake news”. “Our compass – explains Segre – must always be the republican constitution, the work of excavation and knowledge on the subject of hate speech must take place in compliance with the Charter, but also with the commitment to implement it, extending inclusion and social rights and civilians, being aware, as parliamentarians, that there is also a link between social malaise and the use of hate speech that impacts on the work of a commission such as the one we are about to approve”.
Cattaneo: “A duty we owe to the citizens, in the primary interest of defending, for all, the freedoms enshrined in our Constitution”
“With a unanimous vote today the Senate approved the establishment, also in this legislature, of an ad hoc Commission dedicated to the protection and promotion of human rights in Italy and in the world, confirming a happy tradition that distinguishes the Upper Chamber of the Republic for over twenty years”. So life senator Elena Cattaneo on the sidelines of the approval of the motion with her first signature, and shared by all parliamentary groups and her other life senators, for the establishment of the special commission on human rights.
“Since 2001, the year of its first institution – he recalled -, the Commission has denounced stories and experiences of violations of rights, among these the abolition of the death penalty, the introduction into our system of the crime of torture, the protection of rights of the child, persons with disabilities and the elderly, the promotion of the right to asylum, the fight against trafficking in human beings and against racism, xenophobia, discrimination against minorities, the prohibition of female genital mutilation and the phenomenon of forced marriages. Themes that – he explained – require continuous activity and dedication over time”.
“The vote for the Commission on Human Rights – commented the senator again – came after the one, always unanimous and transversal, for the establishment of the Anti-discrimination Commission proposed by my colleague Liliana Segre. Two similar and complementary initiatives that express the sensitivity of the institutions , which I consider fundamental, towards violations of rights and discrimination. A due act that we owe to citizens, in the primary interest of defending, for all, the freedoms sanctioned by our Constitution. I hope – concludes Cattaneo – that both will be resolved as soon as possible to the establishment and operation in order to be able to promptly resume the work interrupted just a few months ago”.
