From parental leave to the extension of the commissioner

The state of emergency linked to the covid pandemic is extended until March 31, 2022, compared to the deadline envisaged so far: December 31, 2021. This is established by the decree-law approved by the council of ministers. Therefore, most of the restrictions and rules with which Italians have by now become forced familiar with remain standing: from the criteria that establish when and how a region should pass from white to yellow, orange or red zone, to those on the use of the green pass , up to the possibility that a new lockdown is decreed or that movements are limited. Then there is the extension of smart working for fragile workers, the birth of a storage hub for vaccines, the renewal of the powers of the emergency commissioner and, with a new ordinance, new restrictions on arrivals in Italy.
– Extensions: the state of emergency was declared on January 31, 2020 and was extended on July 29 and October 7, 2020 and then on January 13 and April 21, 2021. The state of emergency makes it possible to simplify and accelerate adoption measures to address the crisis. For example: the ‘famous’ dpcm, which especially marked the first phase of the management of the pandemic. And the establishment of the bodies created to cope with the spread of the coronavirus, such as the extraordinary commissioner and the Scientific Technical Committee.
– The ordinance: the Minister of Health Roberto Speranza has signed a new ordinance, which provides for the obligation of a negative test for those arriving from the countries of the European Union. For the unvaccinated, in addition to the negative test, a 5-day quarantine is provided. The provision – valid until January 31st – also extends the measures already envisaged for arrivals from non-European countries.
– Hub: to facilitate the vaccination campaign, for 2022, 6 million are allocated “for the construction and setting up, by the Ministry of Defense” of an infrastructure in a military area for “the storage and conservation of vaccination doses for national needs “.
– Leave and smart working: both parental leave at 50% for parents with children in quarantine due to covid and the possibility of smart working for fragile workers are extended to 31 March: the diseases will be identified with a ministerial decree, “to be adopted within thirty days “.
– Ordinances: the state of emergency gives an additional weapon to the head of Civil Protection and Commissioner Francesco Paolo Figliuolo, who can adopt ordinances to plan or continue “the activities necessary to combat and contain” the epidemic.
– Swabs: among other extended measures, rapid antigen tests at controlled or free prices for some categories – Prisoners: extended the rules on extraordinary premium licenses for prisoners under semi-release regime, on home detention and on the extraordinary duration of bonus permits – Health: the measures that have facilitated the entry or stay in the health centers of graduates or managers in view of retirement remain.
– Police: the measures on the prophylaxis of police personnel, the Armed Forces and firefighters remain in force.
