Tokyo opens to same-sex civil unions

Although Japan does not legally allow marriage between members of the LGBT community, several local municipalities issue legally non-binding certificates, which effectively recognize couples belonging to sexual minorities. The city of Tokyo will be the ninth of the country’s 47 prefectures to introduce a partnership form after those of Aomori, Osaka and Fukuoka, among others. There will be no limits related to nationality, and therefore foreign citizens who meet the requirements will also be included. In this way the metropolitan government will allow same-sex couples to apply for municipal housing or to be able to give consent to medical institutions for the surgery on their partner, and applicants with children will also have the option to include the names of their children. on certificates.

Japan is the only G7 country that does not recognize legal unions for same-sex couples, and article 24 of the constitution states that: “Marriage is based exclusively on the common consent of the partners of both sexes and that itself is founded on the mutual cooperation of husband and wife, who have equal rights to each other. ” Taiwan is the only nation in Asia to have legalized same-sex unions in 2019.
