According to the UN, the situation is “particularly worrying” in and around Severodonetsk, the last pocket of Ukrainian resistance in the Lugansk region, almost entirely under Russian control. “Access to drinking water, food and electricity is reduced in that area”, Ocha points out, due to “fighting that continues to intensify” and “weighing heavily on the civilian population”. Ocha deplores that “the two belligerents, at this stage, have not yet reached an agreement to facilitate the evacuation of civilians or allow access to humanitarian aid” in Severodonetsk and in the nearby city of Lysychansk, which has been under constant bombing.
