ROMA – The European Union must recognize its islands, also from a regulatory point of view, the specificity necessary to achieve the objectives of cohesion policy. This, in summary, is the request made today, during the conference organized in Brussels on this topic by Sicily region in collaboration with the European Committee of the Regions. The promoters of the request were in particular the vice president of the Sicilian Region and president of the Insularity group of the Committee of the Regions, Gaetano Armao, and the MEP, vice-president of the EPP, Antonio Tajani.

“This seminar happens at the right time, on the day following the approval by the Italian Senate” of the popular initiative bill from Sardinia for the recognition of the disadvantages deriving from insularity, recalled Armao. “An important moment of connection between our Constitution and article 174 of the Treaty on the functioning of the EU”, underlined the vice president of the Sicily Region, emphasizing the importance of restoring the “recognition of the condition of insularity” because ” Due to its configuration, Italy is the European country with the most island citizens and it is paradoxical that the Italian constitution does not recognize the condition of more than 10% of its population “. Armao acknowledged that the National Recovery and Resilience Plan and the Budget Law give “a central role to insularity” but “the battle – he said – is not only to have financial resources” but also to obtain multifaceted interventions such as those of infrastructural equalization.

Tajani, speaking during the seminar, recalled the Forza Italia’s “political battle” for the construction of the bridge over the Strait of Messina. “Cohesion is also physical and not just financial – explained the vice president of Forza Italia -, this means that with the bridge the isolation caused by those 2 kilometers of sea would be excluded”. But there are many, according to Tajani, the PNRR projects that need to be enhanced. “The Recovery Plan – he concluded – can be one instrument for the revival of Sicily “. Finally, according to the Islands Commission of the Conference of Peripheral Maritime Regions (CPMR), ten years after the approval of the Lisbon Treaty and the entry into force of the principle of territorial cohesion “the time has come to reaffirm the statute of insularity at European and of concretely apply the principle of territorial cohesion in the islands of the European Union, in particular by adding an insularity clause to every EU policy “.
