The aid dl arrives, 200 euros to over half of the Italians

Just over half of the Italian population will receive the 200 euro bonus in July to cope with the increase in the prices of all goods, not just the cost of bills. The aid decree, launched by the Government on 3 May last, and then revised on 5 May precisely to widen the bonus audience and reach home helps, seasonal workers and citizenship income earners, has now also received the go-ahead from the State Accounting Office. The measure will be fully covered by the tax on the extra-profits of energy companies, which rises from 10% to 25%, and which will give revenues of 6.5 billion euros. The type of contribution that will be given to the self-employed and professionals has yet to be defined: a separate decree will be required, which will be finalized within 30 days by the Ministry of Labor.

The one-off allowance of 200 euros – for those with incomes under 35 thousand euros – will arrive directly in the July paychecks of 13.7 million employees and 13.7 million retirees. Others will have to apply to INPS: domestic workers (750 thousand), unemployed (1.1 million), co.co.co (270 thousand), seasonal, entertainment or intermittent workers (300 thousand), citizenship income earners (900 thousand). An ad hoc fund of 500 million is set up for self-employed workers to finance the one-off allowance. To help workers and students will also arrive the voucher for public transport, from 60 euros, which will be paid out electronically and will be usable until December.

To finance aid to households and businesses, the Government has raised the extraordinary contribution paid by producers, importers and retailers of electricity, gas and petroleum products, which now reaches 25%. There will be a 40% deposit to be paid by June 30, 2002, and the balance by November 30, 2022. Furthermore, the observation period for the definition of the extra profit is extended to seven months: to evaluate the increase in the balance the period 1 October 2021 – 30 April 2022 will be compared with the balance of the period 1 October 2020 – 30 April 2021.

This change involves an expansion of the number of companies affected by the tax, and therefore causes an increase in the revenue that reaches 6.5 billion in 2022. Among other things, the aid decree gives special powers to the commissioner for the Jubilee, with the possibility to build the waste-to-energy plant in Rome, reactivates the multiple assignment of building loans by banks (but they will be able to sell them only to their professional customers or to the parent companies), provides for aid to companies damaged by the war and allocates funds to mitigate expensive materials in public procurement.
