Google prepares new rules for advertising gambling in Ukraine: what will change

From July 14, Google will officially receive gambling advertisements from licensed operators in Ukraine. Thus, our country will first join the fully allowed gambling in Google products, including the search engine, YouTube, Google Play and Discover.

Advertising policy was declared on June 30. Formats include online casino, sport, poker, lottery and thematic advertising with gambling.

The main condition is that the advertiser must have Ukrainian licensing. They must also undergo Google certification, which is a two -stage process that includes verification of documents and compliance with internal gambling standards, including age -related restrictions and transparency requirements. This certification model is similar to the one that is already used in Germany, Romania and Brazil.

In this case, each vertical of gambling (for example, a casino or a sports rate) requires a separate resolution. This can complicate the entrance for companies operating in several niches. Those who have long been legalized and will be able to pass Google certification for a long time.

Advertising and certified aggregators are allowed – platforms that offer access to other operators. Although some analysts predict that large players will be able to afford advertising at the beginning of advertising. In addition, Google was warned that violation of local rules or policy policy could lead to instant blocking without the right to appeal.

According to OBOZ.UA, since April 1, 2025, gambling advertising is again allowed in Ukraine with clear restrictions, but the Black Market continues to work forbidden. Experts call for a comprehensive fight against illegal advertising, in particular, with the help of technical solutions, cyber police and cooperation with global platforms.
