TCU endorses a new model of internal railroad operation in the Port of Santos

O Federal Audit Court (TCU) approved this Wednesday, 6th, the new operating model for the Internal Railroad of the Port of Santos (FIPS), which will operate in an associative format.

The project is expected to arouse the interest of the courseVLI and MRS, since the Port of Santos is the convergence point of six railway concessions managed by these companies.

With the approval of the TCU, Santos Port Authority (SPA) intends to open the public call in two months, with the expectation that the contract will be signed later this year.

The model foresees R$ 891 million in investments, one of the main ones focused on the works of implantation of a railway loop (in a circular format), which seeks to provide efficiency for the return freight in the cargoes of the agribusiness. With the changes, the Port of Santos also wants to increase the capacity of its internal railways.

Currently, the capacity of Fips is 50 million tons per year. But the estimate is that between five and ten years the complex will need to transport up to 115 million tons annually.

Today, the operation of the internal rail network is in charge of Portofer, which manages approximately 100 kilometers of tracks within the organized port.

The contract with Portofer would expire in 2025, but with the new project for Fips, it should be terminated early.

“The idea present in the studies is to formalize as Assignee a non-profit association between railway operators with access to the Port of Santos who, under a shared management regime, will share the costs and investments for the management, maintenance and expansion of Fips” , pointed out the TCU.
