Ukraine turned to the Russian Federation with a request for clarification on the military activities of the Russian Federation in areas adjacent to the territory of Ukraine, as well as in the temporarily occupied Crimea.

“We have officially applied the danger reduction mechanism – in accordance with Section III of the Vienna Document – and have requested the Russian Federation to provide detailed clarifications on military activities in areas adjacent to the territory of Ukraine and in the temporarily occupied Crimea,” he said.

According to the minister, according to the provisions of the Vienna Document, Russia must provide the exact areas for conducting military activities, indicate the date of its completion, as well as the name, subordination, and number of military formations.

Also, the Russian Federation should report on the types of weapons and military equipment.

“Russia has 48 hours to respond. In case of its absence or provision of insufficient information, Ukraine will turn to the Russian Federation and other states parties to the Vienna Document to convene a meeting at which the Russian Federation will have to provide an explanation,” Kuleba wrote.

What is the Vienna Document

The Vienna Document is an international agreement between the member states of the Organization for Security and Cooperation in Europe (OSCE) designed to implement confidence- and security-building measures in the region.

Among the provisions of the document are the annual exchange of military information about the forces located on the territories of the participating countries, military communications to reduce risk, including consultations on unusual military activities and dangerous incidents, preliminary reports on certain types of military activities, observation of certain types of military activities and etc.

Russian invasion threat

Near the borders of Ukraine, Russia has deployed an army of about 100,000.
