Ukraine prepares for amnesty in CADLO – there will be a new law

The government will determine a specific procedure for forgiving accomplices of the occupiers

While the Verkhovna Rada is just preparing to consider the draft law on the transitional period of Donbass, the Ukrainian government is already working out a new document – on the amnesty in CADLO.

Deputy Prime Minister – Minister for Reintegration of the Temporarily Occupied Territories Alexei Reznikov told about this at the “X Annual Judicial Forum”, reports RBC-Ukraine.

He recalled that the draft law on the transitional period will be considered by the Venice Commission on 15 October. In the meantime, the Cabinet of Ministers has taken up a bill, which will spell out the procedures for amnesty and recognition of some documents from the occupied territories.

“Without waiting for the adoption of the draft law on the transitional period, we (the government – ed.) Are already working on the draft law on procedures. This is a more detailed, deeper law, which will spell out how to make amnesty in detail, how to qualify certain documents. there was no doctrine as a convalidation before that in Ukraine “– said Reznikov.

What is a qualification? The procedure for recognizing documents that were issued to Ukrainians during the occupation, for example, certificates of birth, death, marriage and divorce.

Transitional Period Act

  • The draft law “On the State Policy of the Transition Period” concerns overcoming the consequences of the war in the east of Ukraine and the occupation of Crimea. Conflict and post-conflict periods will be defined for the occupied territories.
  • For example, the document defines the conditions for holding the first elections in the liberated Donbass, as well as a list of persons who will be prohibited from participating in the elections.
  • One of the curious innovations is the prohibition of relations between MPs and officials with Russia. Contacts with Moscow will be possible only with the permission of the Verkhovna Rada or the President.

As we wrote earlier, Alexey Reznikov previously talked about the Ukrainian approach to the special status of Donbass. The authorities are preparing an economic strategy for the affected region.

He also predicted that the full reintegration of Donbass would take at least 25 years. The official cited the example of Croatia, which has been clearing mines for 25 years.
