Report on Pnrr delayed, oppositions attacked

Oppositions once again attack the government’s management of the Pnrr. The failure to send Parliament the six-monthly report on the implementation of the plan is accused.

“We are still awaiting Minister Fitto’s report – accuses the Democratic Party with Alessandro Alfieri, head of Pnnr and Reforms in the Dem secretariat – and I find it difficult to understand the reason for this delay. The truth is that this government is obsessed with who has to manage money and with who has to check the procedures, but doesn’t care about the real priority which is spending the money and spending it well”. In fact, the report, as the government also announced in a note published on its website, was presented to the control room of Palazzo Chigi on 31 May. After the go-ahead in that office, it then passed to the scrutiny of the ministries. And informally it was also circulated to parliamentarians. Among other things, Senator Dem Filippo Sensi made it known, explaining that he asked for the “still fugitive” text in the commission and, he says ironically, “I was given the volume with magic”.

“It is a pity – he attacks – that the document not only does not exist on the government website, but has not yet been officially sent to Parliament, the Chamber and the Senate. In fact, therefore, I have been given a non-object, we are in Magritte or all ‘Oulipo”. Under accusation, therefore, first and foremost Minister Raffaele Fitto who, however, assures that the text will be sent to the Chambers tomorrow at the latest. The report, according to what is reported, would be the same circulated, in fact, informally except for small adjustments on the basis of observations that would have arrived from the Ministries of Health and Tourism. But the text would be almost unchanged. The oppositions, however, do not make it so much a question of merit but of method and lack of transparency towards Parliament. Minister Fitto tries to calm the waters by announcing that the text is arriving shortly. And it cannot be ruled out that, once acquired by Parliament, the centre-left, at the first useful opportunity, as already done in one of the last group leaders, will ask for an intervention by Fitto and possibly a vote. He requested that the minister would be willing to accept. A vote that could, among other things, also arrive on the motion announced by the Democratic Party on the use of Pnrr funds.

“We have prepared a motion – the Dems explain again with Alfieri – which we offered for discussion in the Senate, in which we indicate the priorities and our proposals. We cannot afford to lose even a single euro”. The theme of the Pnrr will certainly also be one of the topics on the agenda in the meeting to be held tomorrow between the German chancellor Olaf Scholz and the premier Giorgia Meloni. With Italy still awaiting the third installment and looking for shores in view of the complex European negotiation for the addition of the energy chapter of RepowerEu to the plan. Meanwhile, the House receives, with 179 votes in favor and 126 against, the go-ahead for the PA decree containing the easing measures on the controls by the Court of Auditors on the expenses relating to the plan but also new hires within the public administration precisely in terms of acceleration of the implementation of the plan. “To implement the measures envisaged by the Pnrr – Forza Italia claims with the blue Chiara Tenerini – the administrative machinery must be strengthened, starting with the inclusion of professional figures capable of managing the projects and procedures envisaged by the Plan” and the decree pa “responds precisely to this need”. The provision now passes to the examination of the Senate for the final go-ahead.
