The European Network of National Human Rights Institutions (ENNHRI) supports the Ukrainian National Human Rights Institute. They are concerned about the intentions of the Ukrainian authorities to dismiss the ombudsman.
This was reported by the authorized representative of the Verkhovna Rada for human rights Lyudmila Denisova.
Do they want to fire Denisova?
In December, the Verkhovna Rada’s Regulatory Committee approved a draft resolution on the formation of an Interim Special Commission to verify possible facts of violation of the oath by the Ombudsman. This issue is scheduled to be considered on January 18.
If the resolution is approved, this can formally begin the procedure for the possible dismissal of the commissioner (Ombudsman Denisova).
In the West they stood up for Denisova
ENNHRI is concerned about a series of attacks by government officials and parliamentarians against Denisova. In this regard, the organization sent letters to the President of Ukraine, the head and other members of parliament urging all national institutions to fully respect global and regional standards.
Europeans point out that in accordance with the Paris Principles and the General Observations of the Subcommittee on Accreditation (SCA), the ombudsman should be able to carry out his duties without fear and undue interference from the state and other actors. A stable mandate must be secured to create a supportive and independent working environment.
“Grounds for dismissal should be clearly defined, limited to actions that adversely affect the Ombudsman’s ability to fulfill his mandate, and based on serious misconduct or incompetence. Any assessment of dismissal should be carried out in accordance with fair procedures established by national legislation to ensure objectivity and impartiality.”, – said in a statement ENNHRI.
We will remind, Lyudmila Denisova said that 60 thousand Ukrainians have declared a violation of their constitutional rights. In addition, the Office of the Ombudsman received over 49,000 complaints of human rights violations in 2020.
