The Chamber rejects the European Stability Mechanism

The Chamber rejected the ratification of the amendment to the European Stability Mechanism, rejecting the ESM treaty. The votes in favor were 72, 184 against, 44 abstentions, rejecting the first article of the text. In the Chamber of Deputies, the deputies of the Democratic Party, IV and Action voted in favor of the ratification of the ESM. Fdi, Lega and M5S voted against. The deputies of FI, Avs and Noi Moderati abstained.

Majority divided in the Budget Committee on the ratification of the agreement that modifies the ESM. Lega and FdI said yes to the contrary opinion to the ratification of the ESM, therefore voting against the stability mechanism, FI abstained. The opinion had been partly reformulated compared to the one initially presented by the FdI rapporteur but remained contrary. The members of the M5s were absent from the commission.

Immediately afterwards, the Chamber began examining the ratification of the ESM. The Assembly had in fact approved the request to reverse the agenda in this sense. The M5s abstained, Avs voted against.

The opinion against the ratification of the ESM reform approved by the House Budget Committee has a definitive text modified compared to a first version defined this morning. It is confirmed that the proposed law “lacks suitable mechanisms to guarantee the involvement of Parliament in the procedure for requesting the activation of the European Stability Mechanism, thereby excluding the Chambers from procedures of significant importance in terms of economic policy choices and financial”. The definitive text states that “this exclusion could affect the possibility for Parliament to adequately monitor any indirect effects of the ratification of the Treaty, considering that the mere request for the payment of further capital quotas”, pursuant to Article 9 of the treaty establishing the ESM, “is expected to be binding with respect to every public finance commitment, determining intuitable effects on public finance”.

Salvini: ‘The League has never changed its position on the ESM’

“The League has never changed its mind on the ESM in twenty years, it is a useless if not harmful tool that would lead an Italian worker to have to put in money to save a German bank. I don’t think it is useful and since Parliament is sovereign, the Parliament votes based on Italian national interest: the Germans serve German interests, we serve Italian interests. “The vote on the ESM has made clear the splits in the majority on an issue that is relevant for Italy and the EU. They make our country look very bad.” Chiara Braga, the leader of the PD group in the Chamber, said this at the end of the vote on the opinion in the Budget Committee.

“After our challenge, the government changed that part of the opinion. It remains against it. And it remains wrong, if possible with an additional reason: because the cited article 9 is not an article that is changed by the ESM reform. It is the same to the 2012 version”. The member of Italia viva Luigi Marattin wrote this in a tweet, highlighting the last paragraph of the opinion on the bill for the ratification of the modification of the ESM approved by the Budget Committee of the Chamber.
