They are: Ag2R Citroen Team (France), Astana Qazaqstan (Kazakhstan), Bahrain Victorius (Bahrain), Bora-Hansgrohe (Germany), Cofidis (France), Ef Education-Easypost (Usa), Groupama-FDJ (France), Ineos Granadiers (Gbr), Intermarché-Wanty-Gobert Matériaux (Belgium), Israel Premier Tech (Israel), Jumbo Visma (Holland), Lotto Soudal (Belgium), Movistar (Spain), Quick-Step Alpha Vinyl Team (Belgium), Team BikeExchange-Jayco (Australia), Team Dsm (Holland), Trek (USA), UAE Emirates (United Arab Emirates).

Alpecin-Fenix ​​(Belgium) and Arkéa-Samsic (France), leaders of the Uci ProTeams 2021 ranking will also be at the start. The UCI Board has authorized the participation of 184 runners in the Spanish race.
