CNN reports it.

There are no casualties in the city, but local media showed videos of cars submerged in water, uprooted trees and people rescued by rubber dinghies in various parts of Chennai, the largest city in the southern state of Tamil Nadu and often referred to as’ Indian Detroit ‘by virtue of its large auto industry.

The Greater Chennai Corporation has announced on Twitter that it has opened rescue centers throughout the city, also to distribute food to the population. Heavy rains are forecast to continue over the next four days in various parts of the state, as well as in the southern state of Andhra Pradesh and the Puducherry Territorial Union.
