A report from the Armed Forces, dated April 17 and signed by the Rolando Proaño army colonel, says that after the reelection of Noboa last weekend, “the displacements of rented killers from Mexico and other countries to Ecuador began to carry out terrorist attacks against the President of the Republic” and their closest employees.
Noboa will have a new term until 2029 after winning, in the second round, the leftist Luisa González, who does not recognize the defeat. “We condemn and energetically repudiate any attempt to pay attention against the life of the President of the Republic, state authorities and civil servants,” the government’s ministry said in a statement issued Saturday, hours after the disclosure of the military document on social networks.
The report warns of “the planning of possible terrorist attacks” on road infrastructure, banks and state institutions. It also mentions the holding of “violent” protests in the country and recommends reinforcing the head of state’s security scheme.
“The state is on the maximum warning,” the government ministry said in its statement. “The Armed Forces, the National Police, and the intelligence bodies are working in an articulated manner to neutralize any threat.” The government of Noboa liable “criminal structures, in collusion with policy sectors defeated at the polls” for the alleged murder plan, without revealing details or names.

Mexico broke relations with Ecuador in April last year, when Noboa ordered the invasion of the country’s embassy in Quito to capture former vice-president Jorge Glas, convicted of embezzlement and that was asylum in diplomatic representation.
Rather considered a symbol of peace in a conflicting region, Ecuador is currently the scene of a territorial war between drug traffickers and international mobster groups. Noboa, who in 2024 declared the country in an internal armed conflict, seeks to face criminal violence with a hardline policy for which he seeks the support of allied countries.
