Since the beginning of martial law in Ukraine, the labor market has been in crisis. The number of people who want to get a job significantly exceeds the number of offers. Since the issue of unemployment has become relevant, the Verkhovna Rada adopted a law on introducing some changes to the conditions of social insurance for the unemployed.

What procedures have been simplified and how much financial assistance Ukrainians can count on, Segodnya was told in the expert-analytical center of the grc.ua recruitment portal.

How to get unemployed now

Such changes will be in effect during martial law and for another 180 days after it is lifted. During this period, simplified conditions for obtaining the corresponding status will apply.

In particular, You can apply for a status and receive benefits without visiting an employment center. Segodnya has already been told that you can apply for unemployed status and make payments online through Diyu. To do this, you need to take the following steps:

  • log in to the citizen’s account on diia.gov.ua using an electronic signature;
  • fill out an application;
  • submit it online to an employment center convenient for you;
  • enter the social account number and select the frequency of receiving payments (if there is no social account, skip this step. But within 10 working days after the assignment of payments, open a social account and send its details to the e-mail of the employment center where you submitted the application);
  • download the necessary documents;
  • check the data and sign them with an electronic signature.

You can get unemployed status undocumented internally displaced persons. The basis for registration and calculation of the amount of unemployment benefits in this case is information from registers and databases of executive authorities.

You can also expect payments people who have not formally terminated employment contracts with employers, but still do not work.

The state will not deprive the status of unemployed Ukrainians who are in the occupied territories or in war zones.

There are some more features in the innovations. Not only employees, but also FLP can receive financial assistance if they have lost part of their salary or income. But people who have registered the status of unemployed and went abroad and stay there for more than 30 days are deprived of the opportunity to receive funds.

Payouts have been reduced

Previously, the amount of unemployment benefits depended on the living wage. Now it is UAH 9,924, and from July it was supposed to increase to UAH 10,400. However, now Unemployment benefits are linked to the minimum wage. The maximum amount of unemployment benefits will now be one and a half minimum wages, i.е. 9 750 UAH

“Unemployment assistance is assigned in the minimum amount (until all the necessary information is received) established by the legislation in case of unemployment, and the total duration of the payment of such assistance cannot exceed 180 calendar days. After the receipt of the necessary information, the duration of the payment of unemployment benefits and its amount are reviewed in accordance with the law,” Oksana Martyniuk, a lawyer at the grc.ua recruitment portal, explained.

But the law says that The minimum unemployment benefit is:

  • people who, within 12 months prior to becoming unemployed, had an insurance period of less than six months, can receive 650 UAH;
  • people who had an insurance record of six months or more within 12 months prior to becoming unemployed can receive 1 800 UAH

If in January on average UAH 31,000 was offered, in early February – UAH 30,200, then in March the figures fell to 25,000 UAH. Although recovery began in April, and now with an average salary in Kyiv is 26,000 UAH.

But in the Kyiv region, everything is much worse. Here the average salary is 13 000 UAH The lowest wages are received by workers in the following regions:
