This indictment concerns contracts approved between the port of Le Havre and the shipowner MSC. Justice accuses number 2 of the Elysée Palace of not having mentioned his family ties with the cruise line, the second largest container ship owner in the world.
Hidden family ties
In detail, justice accuses Alexis Kohler of having elbowed at the top of the state in favor of a large company that he knows well. Between 2010 and 2012, Alexis Kohler was Deputy Director of the State Participation Agency. During those years, he approved contracts signed between the port of Le Havre, of which he was a member of the supervisory board, and the Italian-Swiss shipowner MSC.
However, he never reported his family ties with the cruise line. For good reason, Gianluigi Aponte, founder and director of MSC, is a cousin of his mother.
CFO of MSC and meetings with Bercy
Subsequently, Alexis Kohler held positions within the Ministry of Economy and Finance, between 2012 and 2016. When he left, he became Chief Financial Officer of MSC. He then participated in meetings with Bercy about the takeover of Chantiers de l’Atlantique, of which MSC is an important client. It was a few months before being appointed secretary general of the Élysée, a position he has held since 2017.
