Justice: Tar Puglia, 2021 appeals on Covid, new Pnrr challenge

(ANSA) – BARI, 08 APR – “The very particular historical moment, of pandemic and war, makes thoughts turn, imbued with intense emotion, to too many victims of violence, on nature and on men”. Thus the president of the Tar Puglia, Angelo Scafuri, opened the inauguration ceremony of the judicial year in Bari, on the notes of Verdi’s ‘Va, thought’.

“The celebration of this judicial year – said Scafuri – is valid as a wish for a swift return to normality in a better world, in which to continue to honor the profession we have chosen, that of rendering justice”. Analyzing the 2021 dispute, the president highlighted that “now the administrative judge enters into every relationship between the citizen and the public administration: a relationship that to be between freedom and authority, now implies, with the health emergency, also the difficult balance between individual and collective interests, from distance learning to the exemption from the vaccination obligation. The so-called emergency law has involved many particular and above all very delicate disputes in terms of the balance of the decision “.

“Now with the PNRR – he added – a new challenge opens up. Not only because with the new needs linked to development programs, in a few years new possible conflicts will arise between the various public and private interests involved, but also because justice itself administration is called upon to make a direct contribution to the achievement of the objectives of the NRP through a substantial reduction in the number of appeals still pending “. As for the data, 2021 recorded a percentage of 134% of the appeals defined (2,076) compared to the new receipts (1,345), with a balance of 3,041 pending appeals. (HANDLE).
