The President of Russia, Vladimir Putinproposed this Sunday (10) the resumption of direct negotiations with the Ukrainefrom May 15, in Istanbul, Turkey. However, the Russian leader did not respond directly to the ultimatum by European and the United States so that Moscow will accept a complete and unconditional ceasefire of 30 days from Monday (12). The truce proposal was presented on Saturday (10) during a visit to Kiev of the leaders of Germany, France, Poland and the United Kingdom, who met with the Ukrainian President, Volodymyr Zelensky.

The group was supported by US President Donald Trump and warned that if Russia rejects or violates the ceasefire, new economic sanctions between US and Europe will be applied. Putin did not mention the ultimatum in his official statement made at dawn at Kremlin, and focused on proposing the resumption of conversations interrupted in 2022, “without any previous condition.” The Russian President said he intends to contact Turkey President Recep Tayyip Erdogan to make the meetings possible.

“We propose to start conversations without delay in Istanbul on May 15th. We do not exclude that during these conversations we can reach some new kind of ceasefire,” Putin said, who also criticized European’s “anti-rhetoric” and pressure through “ultimatos.” Since the beginning of the conflict in February 2022, several attempts at negotiation have failed. Kremlin continues to argue that the causes of conflict include NATO expansion to Russian borders, Western support to Ukraine, and the need to protect Russopone populations in the east of the country.

Kremlin spokesman Dmitri Peskov has reinforced the Russian position, stating that “it is useless to press Moscow” and that Russia will only consider a ceasefire if the western arms sent to Kiev. He also warned that a truce under current conditions would give Ukraine an advantage at a time when “Russian troops are advancing.”

Despite the unilateral declaration of three-day truce in Russia, Ukraine accused Moscow of violating the ceasefire on the front line. However, there have been reports of new Russian missile attacks against Ukrainian cities in recent days. Ukrainian chancellor Andrii Sibiga stated that a total ceasefire for 30 days, on land, sea and air, could pave the way for peace negotiations. He also stated that Zelensky and the European leaders had a “fruitful” conversation with Donald Trump about the subject.

The visit of European leaders Kiev was seen as a symbolic response to the celebrations held in Moscow for the 80th anniversary of the Nazi Germany, which was attended by leaders such as President Luiz Inacio Lula da Silva and Chinese President Xi Jinping. The war between Russia and Ukraine is considered the largest military conflict on European soil since World War II and has already caused tens of thousands of deaths in both countries.
