The National Health Service of Ukraine will perform unplanned visits to monitoring seven medical institutions on the package “Chemotherapeutic treatment and support of patients with cancer in adults and children in a hospital and outpatients“.

The monitoring group will check patients with drugs and medical products when providing medical care for breast cancer. The basis for monitoring was the results of data analysis and reports on medical institutions. Visits to monitoring are scheduled for April 2025.
Breast cancer is the most commonly diagnosed cancer among women in the world and Ukraine and is the main cause of cancer mortality. According to the National Cancer Register, in 2023, 12,683 cases of breast cancer were registered in Ukraine, 12,582 of them in women and 101 in men. At the same time, 3,553 people died as a result of this disease.
Since breast cancer is the most common disease among those who receive chemotherapeutic treatment, the ANB will focus on checking the provision of drugs for these patients.
The NSA analyzed the data of the electronic healthcare system and the information provided by suppliers in the income and expenses report (1-NC) for 2024, and found medical institutions that announced low costs for the purchase of medical products compared to other hospitals.
NSAU drew attention to how many medical devices the hospitals received as a charitable organization from patients. In some cases, these amounts are almost equal to their own costs for hospitals for the purchase. This may mean that patients were actually paid for freedom.
In accordance with the calculation of a certain NSAU focused on the risk of approach, 7 medical suppliers were revealed, in which the values of the indicators are the lowest:
– KNP “Regional Clinical Oncological Center of the Regional Council of Kirovograd”
– KNP “Parpatsky Clinical Oncological Center of the Ivano-Frankivsky Regional Council”
– KNP “City clinical multiple hospital No. 17” City Council of Kharkiv
– KP “Hospital of intensive treatment of Lyubensk”
– KNP “City Clinical Hospital No. 10” City Council of Odessa
– KNP “Transcarpathian antitumor center” of the Transcarpathian Regional Council
– KNP “Clinical Hospital of the city of Kyiv No. 18” Executive body of the city council of Kiyiv (state administration of the city of Kyiv)
Considering that there are various treatment regimen for the treatment of breast cancer, the NSAU will check the provision of antitumor drugs that are included in the national list of basic drugs and approval by industry standards, and, therefore, have evidence in treatment (the order of the Ministry of Health of Ukraine (hereinafter – MOH).
In addition to drugs from treatment and support, hospitals should also provide patients with the necessary medical products and consignment materials. This is ensured by the Rules for the purchase of services in the framework of the Chemotherapy package. Thus, the test will also include medical products as an important part of the healing process.
Visiting monitoring in the hospital will take place in April-May 2025.
NSAU will report the course and results of unplanned monitoring in the future.
Monitoring will be carried out in accordance with the Cabinet of Ministers of Ukraine Decree No. 1503 of December 24, 2024 “Some problems of the implementation of the state guarantee program
● “acute stroke of the brain”;
● “Chemotherapeutic treatment and support of patients with cancer in hospital and outpatient conditions”;
● “Surgical operations for adults and children in the hospital” regarding the replacement of the joints.
In addition, in accordance with the decision of the National Security and Defense Council of Ukraine “for additional measures to ensure the availability of drugs for Ukrainians”, the NSA will report monthly for 2025 to monitor the state of contracts under the program of medical guarantees in terms of the provision and use of medical services to provide medical services in the provision of medical services.
